    Secretary of Health and Human Services Sylvia Barwil declared a state of emergency in Puerto Rico because of Zika virus spread widely in posing a "significant threat" to public health.

    This statement came at the request of Alejandro Garcia Padilla, the governor of Puerto Rico, where Zika virus is spreading rapidly, threatening hundreds of pregnant women and their children and women of childbearing age.
